| Introduction to Commerce Department Export Controls Introduction to Export License Requirements as stated by the EAR Seminars and Online Training Room EAR Document Specifications to what types of equipment or components are controlled is listed by Categories in the Commerce Control List (CCL) of the EAR. For example, most AMT members are governed by Category 2 which is Materials Processing, while suppliers of composite material production equipment are largely covered by Category 1. These categories can be found in the EAR document towards the end of the document. By going to the “Alphabetical Index to the Commerce Control List” you can look up what specifications govern your equipment. For example, if you manufacture turning equipment you can look up “turning” and it will identify the appropriate item to review. Of importance in export control is understanding what countries need a license for export. The list of countries can be found in “Part 738Spir - Supplement No. 1 to Part 738, Commerce Country Chart" of the EAR and are specified in each item of the CCL.
