Congressional Research Service (CRS) - Early this year, President Obama asked Congress for authority to reorganize and consolidate several federal trade agenicies into one department.
This CRS report looks at whether reorganization would enhance the effectiveness of U.S. trade policy or merely result in bureaucratic reshuffling.
