Association Health Plan Legislation Clears First Hurdle

The House Education and Workforce Committee has passed the Small Business Health Fairness Act, H.R. 525. H.R. 525 would create Association Health Plans (AHP), which would free associations such as AMT to sponsor health care plans for their members, capturing the economies of scale and attendant bargaining power that stems from a nationwide membership. Committee passage of H.R. 525 paves the way for consideration by the full House of Representatives.
The AHP proposal has the strong backing of President Bush but is opposed by state insurance commissioners (who would lose regulatory “turf”) and certain insurers (who would lose their monopolies) if the proposal were enacted.
AMT is an active member of the pro-AHP industry coalition that spearheads the effort to enact this legislation.
