Mandate-Related Legislation in the 112th Congress
  
The U.S. government, recognizing the national importance of our manufacturing sector to a vital sustainable economy and a strong defense industrial base, will implement policies that:  
 
Incentivize Innovation and R&D in new products and manufacturing technologies		 The Manufacturing Mandate
  • Support adequate funding for federal R&D programs, such as the new Advanced Manufacturing Technology Consortia (AMTech), ARPA-e, TIP and NSF
  • Improve the R&D tax credit and make it permanent
  • Fund targeted, sustaining economic growth technologies
Improve global competitiveness
  • Modernize U.S. export control/business visa policy
  • Implement business tax and regulatory reform to level playing field
  • Improve credit access through SBA, Ex-Im Bank, and other government lending programs 
Build a better educated and trained “smartforce”
  • Develop a national manufacturing skills certification program
  • Support grants, scholarships, and incentives for Science Technology Engineering and Mathematics (“STEM”) degrees
  • Utilize MEPs as centers of manufacturing excellence to train and support local manufacturers

AMT Signs Association Letter Urging Bonus Depreciation Extension

AMT joined 115 associations in urging House and Senate conferees to add a temporary extension of 100% bonus depreciation to the payroll tax cut bill they are considering. Current law allows businesses to immediately expense 50% of the cost new equipment bought and placed in service in 2012, down from 100% in 2011. The associations urged the lawmakers to extend 100% expensing through 2012 to support business investment and job creation.
